Hi,
Who do i need to go to, to develop multi-sensor peripheral that work in tandem with the wii remote to control an in game character movements?

I was thinking a head band, socks or shoes type sensors??

That sounds like you want to do some motion tracking or capture. I have no experience with it, but these threads may be helpful:

Also be aware that a single Wiimote can only track up to 4 sources of infrared lights at the same time.
