This program looks at the Bluetooth device and revises the bth.inf file to allow the windows drivers to communicate with the dongle.  Spent hours jumping through all kinds of hoops.  This worked without the bluetooth device installation program other programs other than the Wiimotewhiteboard program.  I was installing a Targus Bluetooth dongle.  From their website:

"This small freeware utility will try to install generic Microsoft driver for your bluetooth adapter."

It works, both of unrecognized BT dongles can connect to wiimote now.

Previously, they are recognized only as Bluetooth USB, but now as Bluetooth Radios.

I have tried it on my Dell inbuilt bluetooth which was using the Widcomm stack. Now I can connect my wiimotes using Smoothconnect. So covenient. I used to have an external usb BT dongle. Now no need anymore.
