I have a cell with bluetooth. I can plug the phone into the computer via USB but I can't figure out a way to use my phone as a bluetooth dongle. Is there a program that allows your phone to emulate as an USB device so I can use BlueSoliel?

No (but great question, I like these ones)!

When you connect your Mobile device to your PC you are connecting to a Bluetooth NIC (network interface controller) in a LAN (local area network) configuration. To use your phone to connect the Wiimote, you would need to connect your phone to your PC as the Bluetooth NIC (as opposed to through) something they hardwired to do.

Essentially your phone is connected as a BT network node when you would need to connect it as the BT network hub.

To use your Wiimote it needs to be connected under a HID (Human Interface Device) direct to your PC not vicariously through a LAN.

That said some fancy programming/hacking may provide the solution. The low usage of such an application would negate its programming unless there is one bored programmer out there (if so please point them to my post: http://www.wiimoteproject.com/project-ideas/programmer-need-wiimote-connection-utility/ too!)
