I seem to have figured it out. If I right click on each of the wiimotes and choose disable before I start the procedure, then I go through the steps to connect.
1. Blue Tooth Setup Wizard, then choose I want to find a specific blue tooth device and configure how this computer will use it's services.
2. Press and hold the 1 and 2 buttons on the remote until step 6.
3. Select the device and click Next.
4. Click Skip when asked to pair.
5. Check off the wiimote in the "Select service..." anc click Finish.
6. The computer makes a da-ding sound and then I let go of the buttons. About 6 seconds later the green connected symbol shows up
Repeat for other Wiimote.
If you don't disable the wiimotes it will just flash connected then go to disconnected.
