The main problem with double clicking with a light pen is if any movement is detected it will treat it as a "click drag click" not "click click". Firstly try using Boonjins application

If you have a stiff momentary switch the muscular contraction required to press your button will make a fine movement of the pen. Try using a micro SPDT Switch

If your tracking utilisation is too low (below 50%) you may find improving the tracking utilisation will make Ir-Blob detetcion more accuart and assit in double click at teh same location.
The last thing is your double click technique. You need to make sure the pen is still as possible. Make sure you consciously pause hold the pen still and quickly double click.
I have no problems with double clicking, I move quickly to the location and double click. But I think this is faciliated by a micro switch, smoothing and good Wiimote location.
